Can hiv cause itchy urethra?

Can hiv cause itchy urethra?, burning feeling during urination? Also is a negative elisa test after one month exposure confirmatory ?

a month ago I had an exposure, protected sex condom slipped off during penetration but pulled i realized and pulled out about 10-15 seconds later and the condom was left inside her vagina . 2 weeks later i had itchy, burning urination . I am currently under antibiotics for possible std. i then did an elisa a month after exposure and came back negative . The reading was -0.4 (less than 1). Also can hiv cause burning itchy urethra or is it just bacteria.?? . Is my test conclusive ?
