Cut on penis

I know this is a popular question, but i feel that many times the details are not conclusive
If you cut yourself shaving  before intercourse (male) on your penis, near the bottom, an area where the condom does not protect, but still close enough to have penetration inside the vagina, in other words the cut went inside the vagina, what are the real risks, considering that even though time has passed, any cuts new, meaning same day, can open up again during any type of activity, especially sexual ones, handjob, blowjob, the actual intercourse, hell just from getting an erection the skin is already being stretched, so vaginal fluids inside the vagina can have access
Please explain detailed, if possible from more than one answerer, seeing as how some dont elaborate and two heads are better than one

We don't always elaborate, because there are probably thousands of posts just like this, where we have said the same things over and over.

HIV transmission REQUIRES several factors to ALL be in place.  The virus MUST be active and virulent.  There must be exposure to a copious amt of fluids, not just a drop or two, or a small amt, and there HAS to be a suitable entry point.  Skin is not a suitable entry point, even with a cut or scrape, because the skin is comprised of several protective layers, and a cut begins to heal immediately from the inside out, providing a very effective barrier to HIV.  

The virus would not remain active outside of the woman's body...so it would lose its ability to infect.  Transmission HAS to occur INSIDE the body for that exact reason.  Skin is an effective barrier, even with a shaving cut.  Think of HIV transmission like a lock and key situation...unless that key is an exact fit and isn't damaged in any way (like the virus becomes damaged upon exposure to the elemtnts)...you're not unlocking the door.

So, in a nutshell, the only way a person can get infected with HIV in a sexual setting is via unprotected vaginal or anal sex.  That's it.

The point of entry for HIV transmission for a male is the urethra, which is on top of the head of the penis.  You cannot get infected in the manner you describe.

Also the comments about the cut reopening during intercourse, making it fresh, leaving it open, and being in a spot on the penis shaft, close to the base, not covered by the condom, yet still in a suitable place to go inside the vagina during intercourse, you know in and out, or like in my case, where i lost my erection and sometimes we as men try to ignore this and keep going, with the penis soft trying to penetrate

Ok you mentioned outside the body, but like i said there are parts of the penis, after the condom, that go IN THE vagina
