high risk ( Deep-bleeding wound ) PEP

Hi

i had a situation that really scares me ,

I was walking back to my house today when drug user man came to me and asked for lighter when I hand it to him he accidently scratch my finger with his nail ,  that scratch made wound with blood coming out I really get upset , I couldn't even have looked to his nail to see if he has a  wound or blood around his nail .

I looked to CDC website and I saw my situation like needlestick risk (0.3%)

Please don't say how could I know that man has HIV .. I know him many times I saw him around and most of my neighbours known that man sharing drugs .

If that man has blood around  or under his nail what risk am I at !?
His nail breakthrough my skin made it bleeding is it like the risk of needlestick which is 0.3% !?

I'm really don't know what to say . Some people saying if he breakthrough your skin and make it bleeding so you might be at risk and that what happened in my situation and some saying no risk at all .

The blood in his nail might be fresh or might be enough to cause infection and he broke through my skin .

Last question

Is my risk free !?
I have a partner with long relationship we don't using protection because we are planning to get married soon
So is there is any risk il!? I don't wanna hurt her

A scratch is still not a sufficient portal of entry to allow for transmission, period.

You don't need testing, and you certainly do not nee nPEP.

The scratched was Deep not like a mere scratch .

It was hurts and a blood coming out I cleaned it with water and the blood still coming out the .

They said for transmission the exchange have to take place so  what about the scratched which bleeding and left wound . So there is exchange of blood . Right! ?   
Do you suggest me to visit STD clinic !?
I just found out there is a Med (PEP)

Absolutely NO risk.  You would never get HIV from a scratch, whether it was from infected person or not.  And, how you came to the conclusion that this is anything like a needle stick injury is beyond me.

You don't have one thing to worry about.  There is NO "what if" scenario you can add to this encounter that would make it a risk.
