Exposure of great worry

I went to a private for a yearly blood tests including HIV
the person who took my sample didn't remove the insulation cover from syringe in front of me.

The result for HIV test was negative?
I have two questions now

1-what is the possibility of getting hiv if the syringe by which my blood was drawn was used before?

2-is it possible that the syringe was used before but still gives negative result for HIV?
