Does HIV test is conclusive anytime after window period?

I read on the internet a person saying laboratory tests that looks for antibodies to HIV are "No reactive" after a certain period. For example, the person said that a test done after 2, 3, 4, 5 years or more, after risk the result would be non-reactive even if you are HIV positive.

Sorry Teak, but I just made this question based in an information that I read on internet and I guessed it very strange and worriyng afirmation.  It's not related about my case

Yes. A person who is negative at the time frame you mentioned is conclusively negative no matter what exposure.
