Dogs and hiv

My dog licked my razor cuts as they were bleeding right after he came home from
His walk, my mom took him. am
I at risk of hiv if he licked anyone/anything else that had hiv+ fluids like right before he licked me?

There is a reason the "H" in HIV stands for "human".  It means it is human specific.  You cannot get infected from animals.  

The scenario you post about would not be a risk.  HIV requires either unprotected vaginal or anal sex, or sharing of IV drugs/drug works to allow for transmission.

HIV does not live outside the body and can not be transmitted from saliva. The is no risk 100%
