HOW FAST THE HIV Virus in leave the body's BLOOD will LOSE their infectivity?

good ...(sorry,I really do not konw what's your time now, because i'm a Chinese.- -||),well, i'm a master of engineering, but my English is not as good as my technique...so I just wish you can understand my following words...
IN CHINA,almost every doctors have their own views about the HIV's infection conditions:doctor WONG said HIV can survive 3 days in liquid environment and even if the blood has been dried, when after re-wetting the HIV can "LIVE" again! But,doctor LEE said HIV can lose infectivity as soon as they leave the human body! some funny guys in China will say LEE just say HIV Virus!but when the Virus "hide"  in the blood, they will have infectivity within a very long time...I think it's ridiculous,How can they separate the virus out from the blood?
My question is---how fast THE HIV Virus in leave the body's BLOOD will lose their infectivity?
For example,400ml blood in the bottle, regardless of whether it's good sealed or not, counting from they left human's body,HOW LONG it will be lose infectivity? 10 minutes is long enough?(daily living environment, like at home).
I think this question is really important for the people in China, because America is doing really better in the HIV STUDYING,the information on the net is too chaos, the more I see,the more i feel confused,so I need a right point to make me understand clearly, thanks you very much!(I'm typing too much,sorry...just wanna to make you understand my Broken English)

Because I did not saw that liquid, so I had the idea of the worst...My assumption is that HIV blood splashed on my wound(1 cm)(no longer bleeding),even though i have not seen any blood around my wound later....I think my obsessive-compulsive disorder drove me thinking so much...I know you are a moderator, but i forget the writer of that article,Sorry again^^

It is a matter minutes to be full destroyed, and a matter of seconds until it becomes very unstable and very likely not infectious. HIV can only survive for longer in laboratory conditions.
