HIV RISK PLEASE HELP

Hi
I had non penetrative sex with another gay man, the story is that i did put a condom on but when i tried to penetrate him he said it was two big, after trying a few times to penetrate him i knew it wouldn't work so i stopped and just started to grind n rub my penis on his butt cheeks with a condom on.

I then heard a pop when the condom broke i immediately stopped and took the condom off, when i took the condom off i noticed there was blood on the bed.Now my question is am i at risk as i didn't insert my penis in his anus but was just rubbing on his butt cheeks,I believe the blood was from when i was trying to insert my penis before the condom broke.Note the condom broke outside as i did note have insertive sex with him.
