HIV test negative but rash

Hi to all!
Im a 30old male
Sorry for my bad english im from Europe.
About 15 weeks ago ,i visited a CSW(was my 1st time),all what happened was,i received protected oral sex with a condom.The condom did not break.
After aprox, 2 weeks after the encounter i noticed a discomfort in my genital area and testicles.
I was worried and i went to my urologyst,he made some std swab tests,and all came back negative.
But he also did a prostate check,and ultrasound,and he said my prostate is slightly irritaded but not dua a std bacteria.He gave me Ciprofloxacin for a month,and a half  period.
The symtoms went away and i was happy and reliefed,
But on the last day of my cipro treatment i visited a birthday party and i got pretty drunk
The next day some red spots appeard( area approx 7 of them)on my stomach and under my right ripp area .
No other symtoms just this red spots.
I was pretty scared and i waited  few more weeks and made a HIV,HBV HCV test(all negative)

So my HIV,HBV and a HCV test were done 11weeks and 6 days after the csw encounter.
The red spots appeared after 9 weeks after the encounter.

Could these red spots due a HIV?
Or a allergic reaction due cipro and the alcohol?(i ussualy not allergic to penicilin)

for starters...you had NO risk.

a negative test, at the appropriate time, TRUMPS all symptoms and PROVES that it's not hiv related.

the two facts above prove that you do not have hiv.
