Why do the doctors keep changing their advice regarding blood on non intact skin contact?

At times they say that blood on non-intact skin is virtually no risk. Sometimes they say that it is a small risk. Why do they keep changing their opinions?

I'm not here to argue your questions I just give the facts and if you have read anything on this forum you know that, that exposure is NO RISK.
