Protected sex but condom overlapped via hand job

Hi all,

Got a question that would appreciate advice for a friend He had protected sex with a massage parlour girl for a few minutes and then she gave him hand relief.

However this is where I hit a stump and cant advise., He said the condom rolled up the penis during the hand job and then she pulled it back down but the base was still at the top [The condom had unrolled and overlapped itself] Don’t know how this could of happened. But would there be any risk from this for HIV or STD’s/His concern is when it overlapped fluids got inside and rubbed on penis?

I have told him this its just his concern is he could not see the base [the ring] when taking off which was upsehd inside or overlapped during hand job

No risk at all. HIV is ineffective once it gets outside the body, plus he had a condom on and it doesnt even sound like it came all the way off.
