Hi everybody

Guys, I have a simple question, I've been reading in different sites information about what I'm going to ask but I believe this site is full of really good people willing to help others like me that we have less knowledge about this subject. Going to the particular question: I have read that if the only sexual contact between two guys is dick docking, frot, cockrub, dick2dick, **** fencing/swordfight (I'm just writting all the ways I read is called) this is completely safe sex. Is it true the real risk for hiv is whenever there is any kind of penetration?
Please I need clarification on this I don't want to think something is safe when it isn't
