What is the risk of unprotected 30second intercourse in the sea?

Dear doctors,
I am very anxious since yesterday. I (girl) and my friend(boy), had a very brief unprotected vaginal intercourse in the water, for about 30 seconds. It was brief because i felt much pain and he didn't manage to make a full penetration (forgive me please for the details but I think they matter).
He told me he tested recently for std's after I asked him to do so, and said everything was clean. He is going to give me the results paper to read it myself, because I didn't believe him. He is white, not a drug user or gay. But I fear the posibility that the results are false, if he recently did something unprotected with another girl.
Question 1. What it my risk for hiv after this information? Question 2. Is it possible I am in danger of contacting with precum even though we were in the sea? Some articles say that the risk of contacting hiv is higher in the water.
Question 3. Do I need PrEP?
I am very anxious! Please answer my questions when you see my post! I read all of these stories in internet and feel really bad, guilt and useless about and after what happened.

Unprotected vaginal is a risk but unquantifiable for many reasons including that you don't even know if he has HIV. You can take a 4th generation test after 28 days for a conclusive result if you can't get his HIV testing information.

Try to relax until a test is available, because nothing is pointing towards you having HIV and you don't get it every time the other person has vaginal with you. There is no comforting info on the internet and nothing useful to you, so you should stop Googling while you try to relax.
PEP must start within 72 hours, if you decide to do it.

Nothing I can say about %s because each person's situation is not going to be the same as general population statistics. You will just have to wait it out until you get the test.
Your doctor can give you something to help relax you if you have a hard time during the waiting.
