You never had a risk of HIV. You had protected sex and the protection did not fail. HIV does not transmit through skin contact of vaginal fluids.
I'm just worried that the toilet roll i used to clean my finger might have carried some virginal fluid and transfered it to the opening/tip of my penis while cleaning my penis with it
No ! HIV never transmits that way.
So u mean i should not worry about being infected by HIV this way? Pls how can HIV b transmitted.

1. Sexual Routes,,, Unprotected vaginal or anal sex.
2. Non Sexual Routes,,, Transfusion of unscreened infected blood (still a problem in the developing world), From mother to child and sharing syringes by drug users.
Anything not mentioned above, oes not have an HIV risk.

True. Anyway even if the vaginal fluid got into the toilet roll, it had been immediately made uninfectious once it's exposed to the air, which is an extra reason why you shouldn't worry.
Does it mean that as the virginal fluid is deposited on the toilet tissue, it has been exposed to air and has become uninfectious?
You need to accept that it is no risk.
