Needle stick outside

Yesterday while walking, I came across a discarded needle on the ground and i believe i quickly dodged out of the way before making contact with it. I noticed no blood but my foot has been sore ever since, but i was wearing  sneakers though i did notice a circular mark on my ankle area,  so i have a few questions:

1. Does the fact that it was outside in the environment render whatever may have been on the outside of the needle inactive?

2. I've read conflicting reports on whether this is a true risk or not,  the CDC states no documented cases but I've  seen doctors state it as a risk,  which has me concerned.

3. I know HIV needs to be injected or it has to PUNCTURE deep into layers of skin for a risk,  is that about right. Clearly it did not happen in my case otherwise i would have seen copious amounts of blood.

4. Might sound silly  but its yet been 24 hrs,  should i seek PEP?

I won't go on and on after your responses   but it is greatly appreciated.
