HIV risk?? plz clarify.. worried a lot

I am a gay man from delhi, in my early 20's
I always have protected sex. i tested HIV negative last month
today i had anal sex and i was the bottom.. we used condom for both oral and anal sex

the condom did not break.
however, my partner continued to penetrate me even after he climaxed (maybe for 1 more minute)
is it possible that his semen can seep out through the base of the condom and come in contact with my anus?
he was slightly flaccid when he withdrew but i saw that the condom was still intact and had was still holding on.. i could see the semen deposited in the tip of the condom..

is HIV transmission possible this way??
should i get tested after 3 months??
If it was high risk then do i need PEP??

P.S: i do not know his HIV status but he said he was Negative

but would it be possible for a small amount of semen to seep out through the base? an amount so small that i could not see it with my bare eyes?
i am sorry for sounding so paranoid..
m just really worried..
