Does a condom protect you even if you penetrate beyond the base?

Does a condom really offer any protection if you penetrate deeply past the condom base for STDs like HIV ?

After finishing I always notice at the base of inside of the condom accumulation of vagina l fluids (it's not my semen because the condom is really tight and all the semen is on the tip.)

Just wondering since I think that if there's a virus in the vaginal fluids they could move inside the condom since it's moist.

Or is the actual risk when my urethtra ends up contacting the actual vaginal fluids?

Well, I don't really understand how you can penetrate anyone beyond the base of your penis, but I'll take your word for it. The ring of the condom at the base of your penis is very tight and does not allow vaginal fluids to enter the condom. That you've found vaginal fluids there means nothing except deep penetration. As long as the head of your penis is covered by the condom, you had no risk.
