oral sex and Hiv

Hello again. .  I have a question and would highly appreciate your help. ..When it comes to oral sex and hiv I have read many experts state it is a NO RISK activity regardless of you giving or receiving, while others state it is a no risk while receiving and low while giving....which is the accurate assessment?

I gave a girl oral sex a couple of months ago and a couple of days later I started having severe throat problems which subsided a couple of weeks later  

I also have bleeding gums. .  To my knowledge it was a no risk activity regarless of the situation but after reading a lot I fear I may be wrong could somebody please guide me?

Is testing warranted? ?

So in this case is it safe to assert I had no risk?

No reported cases of female to male transmission from oral sex.
