Also, forgot to add - risk assessment varies for different countries.
For Indonesia, where Orion is from and wherever macgyver is from (India?) it might make more sense to test, since there is a higher risk of the exposure. But that does not apply to the western countries and, in my opinion, not to China either. I don't think there is nearly as much HIV in China as there is in Indonesia for example.

I don't know the exact statistics off the top of my head, but I'm sure you could easily google the info, so I won't look for it. You can search for it as well as I.
The chances are much better for the baby, if the mother is on meds before delivery. That's why virtually all pregnant women are tested.

Apparently, if the woman is taking drugs for the virus, it's less then a 2% chance of passing it on.
There are many documented case of it. I think it's something like 15-30% chance of passing it on to infants. The risk is pretty minimal. Here is a link that give some info. It doesn't state that statistic though. I'm trying to remember from the research I did for a high risk pregnancy program I was involved in.
