Fever,headache,neck pain really worried
2 weeks before i had incident.i wear panty but she was naked.my penis pressed her vagina with panty. Am worried about this insident am not sure her vaginal fluid touched my head of penis with panty. But iam sure iam not insert my penis inside her vagina. After 2 weeks of this incident i got severe headache,mild fever,back side neck pain, muscle aches. Today the 20th day of that insident happend. Still have mild fever,neck pain and sometimes headache. Iam really worried about these symptoms.

You had no risk so a test would be a waste of time. Your post said that you or she wore a panty so you are correct that there was no insertion.
HIV is instantly inactivated in air which means it is effectively dead so it can't infect from touching HIV if she was positive. It doesn't matter if you and they were bleeding at the time either because it is effectively dead.
Only adult risks are unprotected penetrating vaginal or anal sex or sharing needles that you inject with but you didn't do that so you had no risk.
Even with blood, lactation cuts, rashes, burns etc air does not allow inactivated virus to infect from just touching HIV. The above HIV science is 40 years old and very well established so nothing you can add will make it a risk.
You interact with others so flu and its associated headaches and muscle pains are to be expected at any time, just like anyone else who is negative gets flu. You can move on from HIV fears.

Iam really worried about my symptoms. Headache,mild fever,neck pain in back side. These symptoms came on after 2 weeks of that incident. Still i have these symptoms.
You likely got a flu from someone so reread the part about interact. Also reread the part about the 40.
Is hiv is passed through panty? I wore cotton panty. I pressed head of my penis to her vaginal area or vaginal opening area with my panty.
