No, a test would not be able to pick it up at 3 weeks.
So I'm 3 weeks post exposure and today I feel pain under my arm where my lymph nodes are. However, it's not swollen just pain. I'm freaking out because I know these are one of the signs of hiv infection. I took an elisa test yesterday but I'm not sure if it will pick up an infection this early. Please give me some advice on this I really feel like I'm going to lose my mind. Would the test be able to pick up an infection at this point?

i seriously doubt that you have much to worry about, but you should test to know your status.
a duo test at 4 weeks or an antibody test at 6 weeks will give you a very good indication of your status. if negative, test again at 3 months for a conclusive result.
