Why rubbing penis head with penis head is not risky

Dear Sir/Madam,

Last time, I posted a question to state that I rubbed my penis head with my classmates penis head when we were both 12. During this procudure, my penis head is possibly contacted with his pre ejaculatory fluids. The answer shows that no penetration means no risk.

So, I wonder why this action is not risky. When my penis head was contacted with his pre-ejaculatory fluids, and these fluids contain hiv. It is reasonable that hiv can survive in those fluids. This means the penis head or urethral orifice is exposed to the hiv. I am not sure whether this is correct.

Also, are there any medical experiments surpporting that no penetration is not risky when the urethral orifice or the mecous membrane is conatced with hiv contaminated pre-ejaculatory fluids like the action I had? Sorry to occupy your precious time, sir/madam, best regards.

The simple fact is that this is not how people contract HIV, sexually.  Infection with HIV requires penetration - a penis must be inside a vagina or anus unprotected.  The top HIV doctors will tell you the same thing - avoid unprotected sex or sharing needles with IV drug users, and you will never have to worry about HIV.
