Possible penetration

This morning I had protected anal sex with a guy, I was the bottom, we used condom throughout the sex, and the condom didn't break. Right after he pulled off and took off the condom, he came on my body, but then he tried to penetrate me again without protection! I stopped him immediately, but I'm not sure if his head went inside a little bit (though he said it didn't), but I did feel pressure on my anus, and I'm really worried that the penetration with cum on his penis head would put me at risk for HIV.

I went to the hopsital and tried to get PEP for this, but they only gave me the medication for one day, and they asked me to get the guy tested for HIV first, and if he's tested positive, they will give me a full course PEP treatment.

I will get the guy tested asap, but I really want to know how's my risk here....thanks.

I think there's a slight penetration, but for less than one second. I'm more worried about the cum on his penis, because he tried to penetrate right after he came on me...so should I keep on taking PEP?
