can hiv transmit in anal sex but not recipient

hi.. i am curious to know if a person had anal sex but not recipient and just insert his penis in anus  so can he infect with hiv ?because what does rectum or anus have to transmit hiv?

The anal cavity also produces anal mucus that transmits HIV without any tearing of the rectal membrane.

Yes of course insertive anal sex is a risk,it's one of the highest risks there is.The anus can bleed and cause infection that way.Alway use protection.
