can i get HIV if i get blood o my skin

So i am a virgin first get that straight.
Now today on my work a goods packer got his arm cut by a knife. He did it himself accidentally (not a serious cut but still a small cut with slight bleeding) and i don't know whether he is HIV positive or not. But he kept on working with small bleeding from his arm. As i passed buy him while he was packing as the place was little narrow, accident my fore arm touched his arm and small amount of blood got on my arm like a straight line of blood. AS i saw this i panicked and there was a news paper right next to me i tore the new paper and started cleaning the blood with it but by rubbing that hard newspaper's paper very hardly on my skin that caused it to turn read and some bumpy lines like speed breakers on skin and bumpy dots appears which went away after few hour. DO you think that i may have contacted HIV if that person had it due to bumps

No risk. HIV is rendered unable to infect once outside of the body.

The only way that you could've gotten infected is if his blood cam in contact with a bleeding cut on your arm. Blood should touch the blood. And also if his blood came in contact with an open wound.
