When I take my underware cover with blood, I found that there was blood in most of my penuis, shaft, tip & head. Is this a risk exposure?

NO RISK - Once fluids containing the virus is exposed to air the virus is rendared inactive and unable to infect. You are fine from what you described above in regards to HIV.
