The CDC says testing after 3 months is conculcive.

The problems with these tests are: that they have a higher false positive rate than antibody tests, that the time course by which they become positive in infected persons, while certainly sooner than the antibody tests, is not well characterized; and that they tend to be expensive. They are becoming more widely used but at the present time are not sufficient for a definitive diagnosis of HIV and while a negative test is somewhat helpful information in many situations, it is not sufficiently well characterized to be definitive. It doesn't surprise me that the test center recommends these tests, they make money on it. The fact that you cannot find much information on RNA PCR tests should be considered to support what I've just told you."
I'm sure it makes people feel better for the time being, but an antibody test is all thats needed at 3 months post exposure

Does it look for HIV RNA at even 6 weeks(thought it might be late), is RNA testing at that point even effective and usefull?
no they would not delay antibody . You can trust your negative result
althought seems unlikely would a HCV or hep a,b,c co infection or any single one of them delay the antibodies to be produced for the the test to detect

Your 3 month post exposure test is conclusive, you do not have HIV
