if a person has protected sex and does not share needles with others.
is there any other risks for him/her to get hiv???

Isn't this a bit too generalised, in the sense that giving unprotected oral with bad oral hygiene or such rare occurrences??
Would you not rather say "almost nil"?

If a person uses condoms correctly and consistently then no.
