The saliva has some enzymes like amylase, lysozyme, lactoferrin, and many others that kill or somehow disable the virus. You can get other STD's from oral sex like herpes or bacterial infection like Chlamydia, but not HIV. The person giving the oral sex is the one who has a slight risk.
