Gingivitis (inflamed gums) sometimes occurs in late HIV infection, i.e. in people with full-blown AIDS. It is never the main symptom of a new HIV infection.
If so, only very rarely -- and never as the only symptoms. Any such persons would also have various combinations of sore throat, inflamed lymph nodes, fever, skin rash, etc.
