is water test effective in assesing if the condom is intact?? Is it true if ever the condom has holes it will break obviously? Kindly answer pls.

it would be highly unlikely that 3 seconds of unprotected penetration would result in infection...but...penetration is penetration ! ! !

You don't need to "test" condoms after sex. If you remove it in one piece, it worked. A visual inspection is sufficient.

what if unprotected vaginal sex for 3 seconds ( enter my penis tip ),,you will recomend testing for that? That is no exchange of fluid

it means that there are no small, unnoticeable holes. when it fails...IT FAILS. instead of seeing a condom on your penis...you would be seeing a bare penis.
What can you say of chinese condom? Low quality? I used mine and tested it by pouring water. It is somehow intact. What do you mean catastrophic?
