what is the real ars rash?

After the sex 21days, my left arm have some rash ,24days after sex my right arm and hand have rash. 24days after sex  I have a 4th test, it’s negative. Is it ars rash? What’s the real ars rash like?

The rashes are many red and  white small dots, it seems very terrible. I  never have rashes like this before. I am very afraid of this. The timeline is very accord with ars.  
What’s the real ars rash look like?
Some people say, ars  must have fever, is it right? Rash without fever is still related to ars?
If the rash is related to ars, the 4th test would be positive?

I didn't ask what the rash looks like.  Rashes on your arms is NOT ARS.  The end.

What was your risk event?
I lay in bed and he gave me oral sex. Then I looked for a condom. In the process of looking for condoms, I didn't pay attention to what he was doing. I was worried that he would sit on my penis with his ass. Then I put on a condom and had anal sex. During anal sex, he asked me to take off the condom, but I didn't do that, and finally ejaculated in the condom. Because he wants me to have sex without a condom, I'm worried about whether he sit on my penis when I lie in bed find the condom, or whether my penis will be inserted like that.
This is not a realistic scenario.  You would know if you penetrated someone.  No one could insert your penis into their anus without you knowing.  You didn't have ANY risk for HIV.

No.  You had NO RISK for HIV.  Therefore, any test you take is negative and conclusive.  You cannot have an ARS rash since you were never exposed to HIV.

It is time for you to start thinking in a reality based way instead of trying to connect a disease you don't have to a rash - that is just wasting your time.

I'm very, very sorry. Allow me to ask the last question. I know that many of my questions are meaningless, but I hope to get your knowledgeable help, which can reassure me. At first, I was talking about the rashes on my forearm and hands. The rash seems last one week, it has no scars, it sounds very like ars rash. Why did you rule out them from the beginning and say that they were not ARS rashes? I hope your explanation, which can reassure me. Thank you very much!
