why do some say no risk some say small risk?

So i made a mistake exactly 28 days ago today in which i received oral sex unprotected and followed up by protected sex with someone who was not my partner.

A week later i developed a sore throat on my left side of my throat,  sneezing, runny nose, and watery eyes. This lasted for 2 weeks. The sore throat still persists after a month and hasn't gone away. I was told on here that i was no risk for transferring hiv to my regular partner.

during this latest week i had severe diarrhea, vomitting, low temp, and some night sweats. My partner also developed the same symptoms. This lasted 3-4 days but stomach is still bothering me

now I've read from different posters on here that oral sex is no risk, low risk,  and a risk for hiv. Combined with my symptoms so I'm confused. I am very terrified and have anxiety and depression over this. I know what i did was wrong and i regret it but i just hope to get my life back in order.

So then my question is to test or not? For only peace of mind or out of necessity? I don't want to infect my partner but maybe in my mind i already have because we both have symptoms now.

If you speak therotically Oral sex is the LOW risk activity but practically NO RISK (Means there is no documented cases for Oral Sex) .
Regardless of what you think or fear, getting oral sex are very low risk activities.(Theory) It is thought there might be a possibility but over 30 years of cataloging infections has failed to prove either as a viable way of transmitting HIV.
