Ingrown Hair

Dear Doctor,
I have been stuggling for my ingrown hair to grow out but they have not. I have been several years but this ingrown hair on my leg is still not growning. Not to mention i looks like i have a bunch of spots on my leg. I dont know how to get them t grow out and i do not want to get it lasered. I am hoping t know what the causes and a specia treatment i can do for myself.

PS: When i shave or wax my hair i do it the direction of my hair. My hair is pretty thick on the legs and i hate it.
PLEASE HELP!
