Both carotoid arteries blocked

My sister has both carotoid arteries blocked and now her heart is only working 33%.  They have told her they can't do open heart surgery because she can't be put out due to the carotoid arteries being blocked and there is nothing they can do for her.  Please let me know if you know of anywhere something can be done for her.

Treatment for carotid artery stenosis is often addressed by a vascular surgeon -- who might perform a carotid endarterectomy to remove the blocked areas of the vessel. This is often done (if severe) in patients prior to open heart surgery to minimize the risk of further complications such as stroke.

whether mvr surgery is to be done if a patient is havine mva of 1.1 sqcm and ef is more than 50 percent and the patient is allmost feeling healthy except some minor complication or uneasiness. can't it be cured with medicine

Both arteries are 100% blocked and every doctor that she has been to says they can't help her.
