These symptoms could be poor circulation, however, it may be something rheumatologic (as achillea said, Raynaud's phenomenon). Thoracic outlet syndrome could cause issues with the hands, but would not cause issues with the toes as well.
Raynaud's phenomenon is a rheumatologic issue, and results from spasm of the very small arteries in the fingers and toes, and can be caused by things like cold, smoking, or other systemic issues.
You should consult with your physician, and consider a referral to a rheumatologist. If that work up is unrevealing, then a Vascular Medicine specialist (who specifically deals with circulation in the peripheral vessels, i.e. arms, legs, outside the heart).
