My report: Hep Bs Ab <3.10 Non-immune. What does this mean?

Generally, you have to have Hep Bs Ab > 10 iu/L to be considered to have protection against Hepatitis B. Were you vaccinated against Hepatitis B in the past? Did you respond to the vaccination, that is, developed HBsAb > 10 iu/L at the time?
