Hep B Surface Antigen - Fluctuation

My partner did Hep B Surface Antigen and it was 0.01 2 months back and today its 0.03 can someone interpret what it could mean ?

She is going to get vaccinated.

Thanks steff , but wanted to know why it would fluctuate also there are different brands of Hep B vaccine which one is recommended

hbsag below < 0.05 is negative, so 0.01 or 0.03 is still negative and not detected hbsag

And as per her reports

Non Reactive: = 0.05

But what why is the fluctuation
