Hard to say. After vaccination you may be immune to HBV even though your anti-HBs does not sure positivity, for one reason or another.
Maybe you should have your doctor check it out.

Since I have my titers drawn from work, they are sent to a lab, and I simply get the results. I am told by a staff development employee that I must re take the series.
I have been tested for Hep C, and I do not have it. I have not been tested for HBV.
In regards to the second half of my question. Is it harmful to keep getting the vacine, hoping at some point my titer will show I do have antibodies. Can I still aquire Hep B, even though I have had the vacine, but show no antibodies?
My mistake. I did not mean Hep C. I am speaking of HBV.
And your anti-HBs is always negative? What did your doctor say?
I always have my titers drawn one month after last Hep B vacine in the series.
I have repeated the series several times, the titer is always drawn according to facility prococol which is one month.
What are your HBsAg and anti-HBc?
As zellyf pointed out, you need to test your anti-HBs shortly about one month after your third shot.

It is possible that you are a non-responder to the Hep B vaccine (I assume you mean Hep B as there is no Hep C vaccine).
How soon after the last shot in the series are you testing?
