those tests are useless to define both hbv status and liver damage
for liver damage you can monitor only with fibroscan or take biopsy every 5 years
to define hbv status: hbsag quant in iu/ml, hbeag/hbeab, ast/alt and to all these tests/fibroscan you add hbvdna

however some days past on 2/03/2012 he took one more test on ИСA ( i dont know how to translate this test ИСА is in russian) HG antigen was - NEGATIVE. We was surprised how come ...
definitely right, 19yo is no age for antivirals unless close to cirrhosis but it is very very very rare most are immune tollerant at this age
double check with another doctor, that might be not reliable or updated on hbv

He may still be in immune tolerance phase and no treatment is needed in this phase. Was he checked for alt, ast, and liver damage (Fibroscan or liver biopsy)?
Do not rush into an antiviral when he is only 19. Antivirals often times have to be taken for a very long time and can not be stopped carelessly.

sebvivo is not a firstline hbv drug because it makes resistance and it doesnt clear hbv.the most potent and safest drug on hbv is tenofovir (viread) it is cheap and it doens t have resistance
generics are very cheap, tenvi cipla, tavin emcure and so on but these antivirals dont clear hbv they just block liver damage so you have to check first if there is liver damage by fibroscan
