In my opinion, false positive is possible, as you have said so yourself. In developed world, I believe false positive is rare, as the test for HBsAg is not complicated. Usually, the lab would automatically repeat the test after a positive result with another sample, just to be sure.

Screening means testing for a disease without any medical indications, so the test is carried out to exclude something or for non-medical reason, such as job application. So the screening test is usually rather simple, fast, and just test for a single bio marker. If the screening test result is positive, it is usually followed by a more detailed tests to check and confirm, and other bio markers may also now be tested to support the screening test result.
