be to get HCV from dry blood

I know this may be dumb, but how easy is it to catch Hep C (or HIV) from dried blood.  I had blood taken earlier and the attendant rubbed her finger on my vein before gloving and then put the needle there.  She was using a pen patients typically use to sign stuff after getting blood drawn.  Is there any way a patient could have touched their puncture spot, then the pen, then she gets it on her and passes along?  Writing it sounds incredibly stupid, but anxiety can be illogical.  I also handled my phone a lot after using this pen and my son played with my phone, then put his fingers in his mouth.  

Logically, I think there's zero chance of there being a risk, but it would do me good to hear someone else agree (or disagree).

Zero. Hepatitis C is a blood to blood virus. Hepatitis C is usually spread when blood from a person infected with the Hepatitis C virus enters the body of someone who is not infected. Today, most people become infected with Hepatitis C by sharing needles or other equipment to inject drugs. Before widespread screening of the blood supply began in 1992, Hepatitis C was also commonly spread through blood transfusions and organ transplants. Although uncommon, outbreaks of Hepatitis C have occurred from blood contamination in medical settings.

This is also why a needle stick that has the blood of a hepatitis C infected only has a 3 % chance of transmitting the virus.
