Hep C antibody positive/HCV RNA negative

What does this mean really?  I've had a positive hep C antibody for 3 years.  Once a year I have an HCV RNA test done for viral load.  The Hepitmax test indicated 26 copies two years ago.  This year the same test indicates <5 (IU/mL), <0.70 (LOG IU/mL).  The lab indicates no evidence of active Hep C at this time.  Since these numbers have gone down, can they also go up?  By the way, I, too, am another one who has no idea how I may have contracted this.  Possibly ear piercing.  I found out by accident when I applied for a job that required a blood test.
