Here are links to three leading and hepatologists  (liver specialists) in the United States. You might start by calling/mailing/emailing them your sister-in-laws medical history with a short summary and what you would like to accomplish.

It is possible that cirrhosis could lead to cancer of the liver.
There are different stages of cirrhosis.

Please have her go to a liver specialist for testing
so you both can be sure about what is going on.

As meki noted this is a forum for  hepatitus C.

I believe there may be a forum on this site regarding liver
ailments.  Please check that forum for support and I hope
things will turn out well for you both.

You are in a forum designed for HEPATITIS C which is a viral disease that can cause liver damage. Cirrhosis and liver cancers.

I am not sure WHY your sister is suffering from cirrhosis, or specifically HOW MUCH damage has been done.

But there are HEPATOLOGISTS all over the world that can assist with this disease your sister in law now has.
