Need info on hep c carrier

My 26 year old daughter was told in 2012 that she had hep c but awhile later was told that her body healed its self of the virus but that she is a carrier..My question is in what ways if any could she infect another person? A year and a half ago my now 3 yr. Old daughter got ahold of the older daughtets razor and cut her self but when I called doctor they were not that concerned and told me to wash it out with rubbing alcohol.I am confused.

Is it possible for someone to become infected with HCV and then spontaneously clear the infection?

Yes. Approximately 15%–25% of persons clear the virus from their bodies without treatment and do not develop chronic infection; the reasons for this are not well known.

A reactive antibody test does not necessarily mean a person still has Hepatitis C. Once people have been infected, they will always have antibodies in their blood. This is true if even if they have cleared the Hepatitis C virus. A reactive antibody test requires an additional, follow-up test to determine if a person is currently infected with Hepatitis C.

"Carrier" doesn't mean you are actively infected with Hepatitis C.

Hello, if your daughter was told that her body had healed itself it means while she will always test positive for the antibody she was one of the lucky ones who was able to clear the virus on her own.  Saying she is a carrier is an old term.  
You don't have any reason to worry.

You need to find out if your daughter was tested for a hepatitis C viral load.
If she tested positive for the Hepatitis C antibodies but cleared the virus on her own....she doesn't have hepatitis C and can't infect someone else.  If there is a question and concern have your daughter get documentation from the doctor concerning her hepatitis C status.  If she has a viral load then she has active hepatitis C.
