Bumps on penis shaft

About a month and a half ago I noticed two tiny pimple looking bumps on the shaft of my penis, right at the beginning of the shaft near the scrotum.  I have not had sex since the first of June and it was protected.  So actually I started seeing these symptoms like early November.  I popped one of them, which I know I should'nt have done so, and it started to bleed a little with some clear white fluid.  I cleaned it after and it just looked like a small open sore. I went to a planned parenthood after to get it checked.  The nurse took a look at them but she said it was nothing to be concerned with.  

Now this was back in early November.  I checked them out today and it seems like the one that I popped is beginning to create itself again in the same spot, but it seems like a more tinier one is growing right next to it.  I pick at them and the base starts to turn red.  Then it turns like a white head after it heals. They don't hurt or itch at all.  I am really freaking out here!

1) Could this be herpes, since I popped it and it looked like a little sore? The thing is that it healed and it started to grow again just the same it looked like when I first saw it but with a tinier one right new to it.

2) Or could this be genital warts?  But I heard and read that genital warts cannot be popped or turn red after you pick at it.

3) Or can this be some type of skin disorders on the shaft of my penis?  I have read a lot of things that can be similar to herpes or warts so I hope its not either of those two.

stop picking at these!!!

best thing to do is to be seen. this doesn't sound like herpes at all.

But the sore isn't there.  It was only there when I popped the pimple looking thing and healed within three days.  The thing is that after it healed, the same pimple looking bump grew back in the same spot with its same appearance.  The bump is hard when I touch it and it doesn't hurt or itch at all.
It's been two months and they haven't gone away.

What can this be?

No way to know what's going on through online consulting, really. But you already had someone from PP telling you this is nothing, so odds are this is indeed nothing.

IF you are getting symptoms again, be seen again. If you need peace of mind, demand a swab from the sore so they can check if this is herpes or not.

It does not sound like warts. And yes, it could be a benign skin disorder, but you would need to be seen to get a proper diagnosis.
