Like I said go have them looked at. I agree with fleetwood 100% timing is wrong the length of which they have hung around and the fact the bumps are on the head and not the shaft. We are both confident this isn't hsv.
Everything looks pretty normal, that does not look like herpes to me!
The location and timing are all wrong. You'd be far more likely to experience lesions at least on the shaft within 10 days of infection.

Tiny bumps under the glans is normal. I have them as well.
Apologies I forgot to mention that my Dr took a look last week and said that I don't have herpes but he didn't carry out any test.. I've noticed tiny bumps just beneath the glans and I've posted one more picture, nothing below that on the shaft though..

I first saw the spots/lesions around April 8th 2016 after the ruptured condom which happened roughly March 8th - 10th. These spots/lesion have seemed to pop-up, disappear then resurface on another part of my penis. I'm a bit confused.
How long have they been there? It was hard to get the time frame from your post. Hsv lesions progress quickly into fluid filled blisters. Usually a day or two after the bumps appear. I would suggest seeing your Dr or a dermatologist. You can have them swabbed or a biopsy.
