so is this herpes: picture included

hey guys,

as i have posted before, i think i may have come in contact iwth herpes 14days ago, I experienced 7-days of burning post exposure but no visible symptoms, i visited the doctor who did a swab for chlamedia and other stuff, and also the STD clinic who said there was nothing there; but since then I have developed a rash on my penis  i would describe it as red blotches.  Could this be the onset of the blisters?
