HSV-1 oral and HSV2 genital outbreaks same time?

I'm still seeking clarification on my blood test diagnosis which said negative for HSV-1 and positive for HSV-2. I do get cold sores a couple of times a year and have for nearly a decade. What I'm wondering is this: Can or will I get cold sores and genital outbreaks at the

typically they do not occur at the same time.

I've never had a genital outbreak but my healthcare provider is adamant that the test results say I have HSV-2 but not HSV-1. I imagine that I have both but can not explain why the results are what they are and why I've never had genital lesions
