Herpes??? do I have it??

I'm only 13, and there are these bumps on the shaft of my penis that itch, and they kind-of look like dead skin.

They itch, and when I scratch them, they ooze this clear fluid.. I honestly don't know what it is, and I'm extremely scared that I might have Herpes...
I am not sexually active, and I'm not exactly sure if the Herpes virus can be transferred without activity...

they are not only on the shaft of my penis, as they extend onto the outer skin on my scrotum.
I honestly don't think it's Herpes, but possibly chafing?

PLEASE HELP!

You aren't sexually active so it's not herpes. relax :)

This sounds more like jock itch than anything. You really can show this to your parents and dad has probably had it himself at some point to tell you if it looks like that or not.  If otc treatments for it don't work, then you'll need to go and be seen by your doctor.  Yes indeed it's embarassing to drop your pants and show your member to your parents but just pull dad aside and ask him if this is what jock itch looks like. It'll be just as embarassing for him - trust me on that one!!!
